Nicole Harper
CCR Project Manager (Gympie/Noosa/Maryborough region)
Nicole brings more than 20 years of experience working with regional communities to build resilience, connection, and sustainability. With a strong background in both local government and the not-for-profit sector, she has worked across community development, economic recovery, disaster resilience, and the arts—always with a deep commitment to community-led impact.
Nicole spent almost a decade at Gympie Regional Council, most recently as Team Leader of Community Development and Human/Social Recovery Lead during major flooding events. Her leadership during times of crisis, combined with a steady hand in long-term planning, gives her a rare blend of practical insight and strategic thinking. She holds qualifications in both Community Development and Sustainable Development, and has a strong track record in delivering projects that create real outcomes for local people.
Alongside her work with Plan C, Nicole is the Festival Director of the Heart of Gold International Short Film Festival and Co-Founder of Loose Knit Productions, a not-for-profit that supports arts, culture, and the environment through storytelling and events. She’s also a practising artist and active community volunteer.
Nicole is known for her ability to bring people together, spot opportunities, and turn big ideas into reality. At Plan C, she’s drawing on her deep regional knowledge and her passion for sustainable, inclusive community outcomes to lead the CCR program across the Gympie, Noosa and Maryborough region.
